David Niebuhr, M.D., M.S., M.P.H.

David Niebuhr, M.D.

David Niebuhr is a physician who manages contracts for Evidence-based Practice Center evidence reviews on a broad variety of topics. In this capacity, he works with contractors to produce systematic reviews and with partners who use AHRQ products to develop practice guidelines and inform research agendas and coverage decisions.

Dr. Niebuhr earned a medical degree from George Washington University School of Medicine, a master’s degree in public health from Johns Hopkins University School of Public Health and Hygiene, and a master of science degree in epidemiology from the University of Washington School of Public Health and Community Medicine. He is board certified in general preventive medicine and public health and family medicine, is a fellow in the American College of Preventive Medicine and American Academy of Family Physicians, and serves on the American Board of Preventive Medicine board of directors. He is an adjunct professor at the Uniformed Services University of Health Sciences and a preventive medicine provider at the Walter Reed National Military Medical Center. Prior to joining AHRQ, Dr. Niebuhr served for 30 years in the U.S. Army Medical Department in a variety of assignments and locations, including as a family physician, public health officer, medical researcher, and undergraduate and graduate medical educator.
